Default Electric fan not working

I noticed today my jeep was startin to over heat while idling in my garage and I didnt hear the elec fan running. So I opened the hood and stuck a volt meter in the plug and I got .01(out of 20)volts going through so Im thinking theres gotta be a relay or something somewhere that went bad I was going to use jumpers from battery to the fans plug but Im not real sure if its a 12v(my battery reads alomost 14) fan so I didnt want to see what would happen.

Just a note on checking to see if the fan is bad or not. With the engine idling turn on your A/C. The fan is set to turn on when the A/C is switched on.

alright turned ac on full blast elec fan came on but then every 6ish seconds I could hear the ac "click" and then the fan would shut then the ac would again and the fan would turn on, so on and so on. Doing this reminded me a few cold morning before the jeep warmed up i would hear the elec fan turn on and off a few times and thought that was odd but it was always early and i forgot about it.

Did you recently change the fluid? You might not have had fluid circulated through the whole system.
