Default Loss of power at brake\hazard and running light fuses.

85 Cherokee was a 2.5. need to get the electric working before I loom all the wires. I can't seem to find where this circuit originates. I have had some other electrical gremlins and have figured it out, but this one has me puzzled. I pulled the firewall connector and opened the fuse box. The same wire powers both of these fuses (or so it appears) But it doesn't come from the engine compartment and I'm hoping not to have to unwrap the entire loom. All the other lights and electrical appears to work fine. Any ideas? Thanks in advance
