Electric cooling fan problem on 99 XJ

Electric cooling fan problem on 99 XJ
Hi all-
Got a flex-a-lite dual cooling fan off of ebay the other week-yeah!
But I can't instll it yet since I am haveing one heck of a headscratcher with the current electrical fan.
Here is the issue: the curret fan will not kick on. I can't get it to turn on either with it running over 210 or with the AC engaged. the Jeep has a 180 thermostat in it so it's pretty had to get it to 210 anyway thankfully. but the AC function should kick it on.
So here is what I did.
1. tested continuity for the fan wiring from the relay out put- that is good.
2. ran a short from the 30 to the 87 pin in the realy block with a 15 AMP fuse and the fan kicked on. So I know that is a good fan at least.
3. replaced the electric fan relay, the A/C relay and the coolant temp sender (the one off of the thermo housing) No change in operation!
So What am I missing here? Could it be the PCM?
Has anyone had this kind of issue before? If so what did you do?

yes i had same issue with the efan if you are planning on swapping out the efan for two new ones i could just run a thermostatic switch and a new relay

Sounds to me like a lack of power to the fan. I would do a voltage drop test from the relay to the fan. You shoudn't lose any volts and if you do at least you should have found the culprit.

I was thinking of just using the aftermarker thermostat unit- sadly the fan did not come with one. BUt there is an error code that poped up last week that I think is related: P1491.
After changing the relays out- I am still having the same problem.
I made sure the fuse was firmly seated as well.
Casulaties- you think it could be a voltage drop? What is the voltage supposed to be -12.7? that is what I got.

It soesn't seem as you are losing a ton of voltage in the wiring. So it has to be in the relay. I did a quick check to confirm your code and a 1491 says it is a short in the relay system. I would swap that bad relay with a known working one of the same pin design you already have in your xj and verify that the relay is the cause. I hope for your sake it works. Then you'll only be out the cost of a new relay. Best of luck. Late.

Was '99 and up the year Chrysler changed the programming for the e-fan so that it only turns on at 218F coolant temp and nothing to do with A/C being on?

I figured it out! It was fuse #10 on the interior panel. Never thought to check it since I wrongly thought the interior was for interior items only! DOGH! And I was just about to order another PCM. 450 later and that still would have not solved it. I am cleared to install the flexalites now! Thanks a bunch.
