Has nothing to do with the HCV. Sure your blower motor isn't going out? Like a squealing bushing?

Haha your title made me laugh. My old 96 XJ used to get angry and scream at me too whenever it was really cold out and I turned defrost on and put the fan on high. I think it was just from the cold since it only did it then. It sounded kinda like the bearings on the blower were going, but as soon as it warmed up even a little, it went away. Lasted maybe 10 seconds? It did that to me for 3 years and still worked fine when I sold it. Sometimes if it was really cold like below 0F I would wait a minute or two after starting the engine to turn it on so it wouldn't do that. Unless it does it all the time every time, even when warm, I wouldn't worry too much. Just yell back at it.
Also, I've had the E-fan do the same thing when really cold, and sometimes a little ice or frost on the serp. belt made a bit of noise when I first started it. They all went away after 10 seconds or so though, and never actually failed or progressed to doing it when warm.

That's the rotting rodent bodies in the blower motor squirrel cage. Look up under the passenger side dash. Move the top slide control with the engine running. You'll be able to see if the squirrel cage is packed with stuff.
