Is the check engine light on? I say this because I had that problem and it was a bad neutral safety switch. Cleaned it, put in new grease and it works fine now.

actauators are problematic, as well, check your brake light switch on the brake pedal shaft. if its out of adjustment, or shot, then you'lle have no cruise

if this was bad he wouldnt have brake lights either... theres only so many parts to the cruise... the switch... the motor... the wiring... the fuse... if youve replaced the motor and switch then is say wiring... or make sure its hooked up in the first place... lol

the lower one is for the brake lights and the cruise control, the non cruise control ones only have 3 wires. dont know what the top one is for. like huntingman said, i have had a few jeeps and non of them had cruise control, cause you cant cruise up a hill or through a mud pit at 7mph!!!
