Drove it to work yesterday, didn't notice any difference but then you're prolly not going to feel an extra 1/10th of a hp anyway.

the line hooked up to the air intake tube behind the restrictor or what your calling a Venturi tube goes to the evap canister not the ccv system.
it is the fresh air inlet for the evap canister and can have a small air filter attached and located preferably where it can still draw cool air. It replaces the air on the canister when vacuum is applied by the manifold.
a true Venturi effect from what I understand is not going to increase the velocity or density of the air entering the manifold. the intake pipe enlarges after it allowing the density and velocity to return to what it was before entering the neck down. If anything this would probably cause unwanted turbulence in the air intake tube. Furthermore Venturi were necessary a part of carbureted fuel systems in a fuel injected system it is simply a bottleneck/ restrictor. Fuel injection like smooth air and generally any restriction in intake size is a limiter not a positive attribute.
as far as I can tell Jeep did this to quite it down and not make it look like it has a intake the size of a toy cars.
