Cherokee's are the biggest peice's of crap!!!!
I know you said you put a new steering box in, I say this only because I did the same thing it wasnt the box that was bad but were it atached to the "frame" was cracked and flexing I put a 1/4 plate over it and welded it in now I have no probleme

I've just gotten so many different answers to this problem, I've spent money on things I probly didn't even need. If the OTK is the cure I would rather spend the money on that.

Start with the basics. When you lift this type of suspension you roll the axle forward creating the wrong caster angle. Take it to a better shop, have them bring the caster down to about 1 degree postive. I would not be at all surprised if you had about 6 to 7 degrees postive caster on it right now.

as posted caster will cause a pull. even if your LCA's are to short you can still aline a vehicle to drive in a straight line. I worked at an alingment shop and did them for a few years. if your arms are to short all that this will cause is a quicker mor sensetive steering, your turning radias will also be tighter then the vehicle spec. even if a vehicle is dog tracking it can still be made to go in a straight line down the road, the tires just will not be tracking true (rear tires in the same line as the front) this is done with a thrust angle alingment ( which is the way most leaf rear suspension vehicles are done) a vehicle will "pull" to which ever side is shortest. if the XJ is drifting right you can either lenthen the right side or shorten the left. an inexperianced alignment tech will just try an set the vehicle as close as possible to factory specs. sometimes this is not possible on a vehicle with modified suspension. the only other thing is if the toe is way out, but even than a vehicle will find its own centerline. unless it has a dragging brake or bad wheel bearing. other things that you may have over looked are uneven tire pressure. if the front end is wandering side to side it sounds like a tire issue to me.

I work at a shop and our alignment guy is good. You should stand by the guy aligning it and watch and look at the screen if its a good shop they will a green, red screen green meaning good.Hunter alignment rack is like this. ask him questions and he should give u a before and after readings if not have them do it. I am assuming you tried crossing the front tires? try stringing the wheel base and let us know the results.

You said you bought the jeep with the lift on it all ready right? If u know how long ago did they put the lift on? bec my dad has '92 that is lifted and his lift is bad so it is makeing it hard to steer!!

Look at upgrading your steering and mount for it. That should take care of it. Have a 3.5 lift with 31's and it moved all over the place before I started to upgrade my steering. Now it only moves around a little because I bought a new / remanded steering box for the my xj and it was a quick ratio and didn't know it.

I see you got 2 used tires. I know if 1 is smaller than the other it will pull if in the front and push if in the rear. I would look at your tires even if they all say the same size they can be different due to wearing. I have read all of this post and I would look at free stuff first. Check the tires and then make sure your brakes arent sticking at all Front or back. Your rear could be set to tight. Then take it to a shop and have them check it and then go with a ride with them. Hope this helps any man.
is the lift a rough country lift? or is a miss matched lift because a one inch drop pitman arm is a little short for a 6 inch lifted cherokee, rustys offroad is a 3 inch drop pitman arm. I couldnt find the measurement for rough countrys drop pitman arm and when i called they couldnt tell me so you may want to take that into consideration. but over the knuckle steering would be my guess if your caster isnt correct.
