My distributor has an oily substance inside. I have a no start condition. I do not have spark. I have had the coil and icm checked and they check good but I do not have spark at the spark plugs or coil. I have changed the CPS. I have injector pulse and fuel at the rail. See picture. Thanks

The cam sensor can fail in a certain way that inhibits spark. Not common, but I've seen it.
Because of that, I would test your cam sensor. You'll need a meter and a manual with the procedure.
