Yes, but not sure how much, probably very little , its only when your A/C compressor is engaged/on it will rob HP.
if your A/C is toast they make a A/C bypass pulley, or get a shorter belt, but im not 100% the shorter belt will not interfere with anything

As long as you don't turn it on, you are just turning a bearing and that amount of drag has no noticeable effect on total hp
