a/c and electric fan not working

I have noticed in traffic and times on the road when i am just sitting for a long time my jeep starts to over heat. it normaly is at around 210 which i have read is normal but i know somewhere beyond that the electric fan is supposed to kick on to help cool the engin but mine does not. Also the air conditioning does not work. air comes throught the vents but it is only the outside air. Lastly when i go up hill it shuts off as in the air doesn't come through the vents but i can still hear it blowing somewhere.

The correct way is with a charge all or manifold,you can remove the low pressure switch at the receiver drier and jumper it with a wire,then turn on your a/c on and see if the electric fan comes on. If it does you are low on cold stuff.
