there a bunch of companies that make them. RE, IRO, PORC, Rugged Ridge...all basically the same just find whichever is cheapest.
Since you have a 1995, you'll also need a flange seal kit.

...which is somehow cheaper than the HnT kit...
Just got my bastard pack in no more than 15 min ago, lifted it exactly 5 inches! this was by using all of the s10 leafs minus the helper/overload and bolting them under my xj main leaf. no shackles but im sure i will put them on next, my drive shaft (slip yoke?) pulled out just under 1 inch. i got a YJ brake hose for the rear that is about 3 inches longer than stock xj (napa $17) buy new dont risk using filthy junk yard brake hoses on something as important as brakes, and possibly getting dirt in them also. i will probably buy some rubicon express rear shocks.
The rear hose for YJ year 1995 ?

Ok, I'm looking to do a cheap 2" lift I've decided on coil spacers and i'm thinking about doing a bastard pack in the back with gm shackles. My rear is sagging probably about an inch (haven't measured). Whats my best and cheapest course of action?

For just 2" try just a main from another xj, junkyard or the for sale section, craigslist.
You have to shop if you want to find cheap.

No i didnt/. but its all good. I bought the shackles. i just didnt want to drive around with my jeep all tilted forward like some hotrod or some cartoonlike dragster Dodge Charger. plus i wouldh ave had to lean forward to see out the front windshelid. but once i figure out how to get the front up those 2 inches it would be cool. assuming the rear doesnt sag down anytime soon. lmao.
