This is probably not your issue but I am going to throw it out there anyway.
Have a buddy with a '96. Running like crap. Complete tune up and a new fuel filter.
Still ran like crap. Drove him nuts trying to figure it out.
Then he figured out, don't know how, that the temp sensor in the thermostat housing was bad.
Replace it and it ran fine.

Do a sweeping resistance check of the TPS. That can most definitely cause this symptom.

Check the coil, and the connection to it.

Temp sensor but not the thermostat one the other one will do that it is like the TPS has gone bad happened to me only a few $ to try it
thermostat one is only for temp gauge

If any of you guys have the Magnetti Marelli coil on your Jeeps, change it out.

Unfortunately, there are a lot of things that can cause this. Anything from the gap on your spark plugs to an O2 senser or a map senser. Do you have any codes saved on your PCU? Search for frayed wires or dangling or damaged vacuum lines. If none are found, Get a VOM and test your sensors (O2, MAP, TPS & idle solenoid as described in the shop manual-clean your throttle body. IF your still stumped, check fuel pressure at the fuel rail and check and clean your injectors. Good Luck
