broke a wire changing battery cables--advice

So, what is this for (left bolt with white shrink wrap)? It was on there at the front of the engine block along with the battery cable. I was thinking of just stripping it and crimping new end on, but I don't have any slack. It might work on the right bolt. Does it matter where it's grounded?

You can attach both small terminal ends to one stud and have the other stud dedicated to the battery negative cable.
Edit: See what I did. No BFD. The pic says what they're for,
