Need more info. Is it the front or rear locking up? Have you done any work to it recently? Year?

Your brake shoes are absorbing moisture from the air overnight and lock up when they are first applied. The same thing should happen in the rain if the brakes have cooled off in a parking lot.

When you first start moving lightly apply the brakes a couple of times which will heat up the brakes somewhat and will prevent them from locking up.

It's a common problem with XJ drum brakes that can be mitigated with a touch of forethought once you know the solution.

It does'nt happen often enough for me to pin point the cause. It's never done it when I'm out and about. Only at first start up for the day and rarely at that. Rain or shine makes no diff. If I had to guess at what the cause would be I'd say it's something within design of the system itself. The brakes seem to be overly sensitive for the first few touches of the petal.
