OK I tested motor with 12 volts it turns full speed so now we know its not the fan motor when I got the the jeep the plug to the fan speed switch was burnt I got a new plug from parts jeep and new switch now my question is on some of those terminals is there supposed to be more than one wire going in cause it looks to me some of the terminals are being used

I don't know if these diagrams will help with your '96 blower circuit troubleshooting. They're from a '93 and '94 FSM's. I don't have '96 diagrams. In '97 there was a big change so I didn't bother posting that.
Note that switch symbol in the middle of the blower motor fuse block is a thermal fuse.
