Battery shorted on hood
If the battery shorted to your hood, you would not damage any electronics, fuses, relays, etc. Your hood is obviously grounded. Probably blew a battery cell. Your multimeter will still read 12V off of it and if you take it to autozone or whatever make them test it twice since there will still be a small about of juice left in it, but the second test will show a large voltage drop.
The problem might not be from shorting the battery. (although I agree the battery itself may be toast from it)
It's possibly when the short was removed causing the voltage regulator (trying to compensate for the low voltage) to spike. Don't know if the engine was still running at that point or not? The only way you are going to sort this out is to pick a system- say ignition- and start at one end with the DVM. Check for power along the way until you find the fault.
Battery. Good? Fusible links. Good? Fuses (all of them) Good? Input to ignition switch. Output from ignition switch. Keep going until you find the point where power is lost.

If the battery positive post shorted to the grounded hood, the return path is through ground(s) back to the battery. The heavy current flow probably burnt open an already marginal ground connection somewhere. In which case, your problem would have nothing to do with fusible links, fuses, etc.
