bad ECU? no start, weird electrical issues.

alright guys ive done some searching but im pretty stumped. my dad picked up an 01 XJ it wont start. the electrical seems wacky like no dash lights, parking lights turn off after headlights are turned on. changed the crank and cam sensors,fuel pump still no fire. just cranks. is this an bad ECU? or simply a bad ground somewhere? but it will run if u dump gas in the throttle body... im lost guys! fuses are good same with the relays.

I have a 93 Cherokee when i bought it this thing wouldnt run because of no fuel
so then i pulled it home then it fired up like a new one so when we pulled it with a chain it had a bunch of jolting coming home for a loose wire or connection to be reunited, I was happy I bought this thing for 250 and it runs now I let it sit for a week and guess what the fuel pump doesnt work I buy a new one install it and it runs again one week later same issue so i figured defective pump so replaced it and it ran for the short term again a week so I am stumped I have traced wiring from pump all the way to the front of Jeep to the Ballast resistor and i replaced it along with new fuel pump relay and auto shut down relay... I light tested this last night and with my ground source being the ground lead to the fuel pump and pricking the hot lead to pump it shows power in one sequence so then I wait for the Ecu to time out and I continue to retest and now it shows no power to pump every thing foward from my test point has been replaced relay and resistor wise, my testing point was under the seat where the boot brings the leads into the interior and I have light tested the leads at the pump as well same results, so I am looking at possible bad Ecu or bad ground. This problem is the only one I have overall this Jeep has no other issues need some insight thanks for reading long message.
