Im working on a late 1997 cherokee. It has the ignition key fron a 98+ and I know the mechanical issue. Key won't turn at all. It's not steering lock related because steering is not locked. But to remove the lock cylinder you have to turn it to "on" position and I can't.

I have tried a can of brake clean into cylinder and also lubricant. No change. Also have tried 'tapping" method. Maybe more than tapping when you use a hammer. I'm stumped what next?

Brake cleaner? You can buy a little tube of graphite powder specifically for stuck locks. Works very well.
But your problem is likely something else.

IDK if this helps or not BUT, One day as I left work, I jumped into my truck, hit the key, and IT SNAPPED OFF! In the lock! It wouldn't turn at all. (it was a Chevy). SO, I called AAA. They sent a locksmith out and he got the tumbler system out and cleared the key. He said "This lock is totally worn out. I can just cut you a new key, but for $75 I'll put a whole new lock in it." My response, "Will you take a credit card?" 15 minutes later, I drove home.
