ABS Troubles. Anybody know NYS law?

ABS Troubles. Anybody know NYS law?
So, I go from one ABS trouble to another.
I bought the truck last month with the ABS light permanently ON (disabled mode). Brakes worked fine, minus the ABS feature. I scanned the codes week. It had a bunch of ABS codes popped, but I didn't pay them any mind, because I was focused on the CEL for emissions.
Tonight, I brought the truck over to my neighbor's tire shop to rotate the tires. The rears were rusted on, and I couldn't break them free jacked up on the ground. He beat the rears off with a sledge and rotated them...Great!
As soon as I started driving, the ABS is now vibrating every time I touch the brake, and the truck won't stop. ALSO, now the ABS light is permanently OFF.
I plugged in the scanner when I got home and got the same codes I got last week.
I get codes:
o2- Left Front Speed Sensor Signal Failure.
o5- Left Rear Sensor Circuit Failure.
o9- Pump Motor Circuit Not Working.
oA- Cab Power Feed Circuit.
oD- System Under-voltage.
......And the ABS light is OFF.
Could all these things be bad? Or could there be some cascade effect going on, where one sensor trips, then effects everything down the line?
And why did the ABS light go OFF while malfunctioning and undrivable? But it was ON for the past month, while I've been driving it?
Anybody have any experience with this? Thanks.

ABS does not have to work for NY inspection. My 2000 WJ has had a piece of black electrical tape over the light for several years. I pulled the fuses and started getting weird messages on the VIC, so I stuck them back in. On 99 and newer WJ's the PCM uses transmission out put speed and wheel speed (ABS sensors) to compute vehicle speed instead of the sensor in the t/case. IDK how the XJ does it. The 99 and newer t/cases don't even have a hole of a t/case speed sensor. Oh...wait. Maybe the 231 does. The 242 and 247 don't. I get in trouble when I make blanket statements when I'm not sure.

True. My 2000 Cherokee Sport has an 8.25 and doesn't have ABS or cruise. It's just as well because I hate ABS! My foot has always worked for me.
