Default Abs light, engine won’t crank

So I have started with the basics, battery was low, old, got a new one. Replaced the NSS, replaced the relay (starter) and ignition. Checked ignition fuses. Hit the starter with a hammer a few times and it still won’t crank. It is making the clicking noise, all dash lights come on, abs and check engine come on and go off before I try. Then when I turn the key it just clicks and the ABS light comes back on.
Please help!?

Sounds like 2 separate issues one with ABS and another with the starter circuit. Find out if the starter is bad /getting power first.

I just checked the voltage at the starter and I do have 12.5 volts, which tells me the starter is bad if I’m correct?

Check your engine grounds. You may find that you have 12.5v getting to the starter but a bad engine ground won't let the current pass through. By check, remove and clean them. Even if it's not the issue, it's a worthwhile maintenance item to do.

Yep. A cable can pass a continuity test but be so corroded that it will not pass much current.
