First off, are there any laws and disabling the ABS in your jeep? I have a 96 Cherokee country and in the snow the ABS won't let me stop because it keeps thinking the tires are slipping and relieves the brakes. Is there any way I can disable it and would it hurt any thing?

I just pulled all the relays and fuse from the power block under the hood on my 98 and I haven't had any issues. Not sure about the laws but, it's your jeep. I just needed to adjust my back brakes and my brake pedal has been so much better since.
