AAhhh Electrical nightmare!!

First timer here...Am getting '92 Cherokee back on the road after a year. Have replaced both wiring harnesses on the rear lights and was going to move on to my starter but.. headlights,running lights in front, hazards and brake lights all work but I have no tail lights or blinkers. Dash lights all work and blinkers flash on dash and in rear when hazards are on but not with turn signal. Could a faulty ground be causing all issues including starter? I find if I shift into neutral the car will often start. Am anxious to get this fixed. Kids are driving me crazy!!

I am picking up a flasher relay at the dealership this morning so will know if that fixes the blinker tail light issue. Checked all fuses and all are fine.The starter issue is a bit more complex. If you try to start it sometimes you'll get air. If I turn the key and put the shift into neutral and try again it will often start. I'm thinking some kind of short or kill switch mechanism that's gone hay wire. I was about to replace the starter (no easy task when it's been on there for 18 years !) but since I've been tinkering with it this week it's been starting right up.This thing has been bleeding oil for a long which I see now has ended up on the starter. I'm sure that doesn't help.

NSS = Neutral Safety Switch...it is what tells the computer that the vehicle is in either Park or Neutral and is thus able to be started. It is a safty precaution so as the vehicle is not started in drive or reverse.

Well, I'm back. The flasher was not the problem on my faulty blinkers. I went through all the fuses, for the 100th time and just for snicks replaced a"good"( really it wasn't blown) turn signal fuse with another. The blinkers now work, but I still don't have running or back-up lights. Anyone have any other ideas? I do not get a positive test on either wire at the back of the car.
