98 Cherokee No Codes Low Fuel Pressure

98 Cherokee No Codes Low Fuel Pressure
So my son got a 98 Jeep Cherokee SE inline 6. Has trouble starting and seems power starved at times. No codes when hooked up to the computer.
Checked pressure at the fuel rail and it reads about 20 psi when the key is turned on. When the car is running it is at 25 PSI maybe goes up 1 or 2 when accelerated.
Is this definitely the fuel pump or is there something else I can check before dropping the tank?

Is there any consensus on which fuel pump to buy? There are like 7 on RockAuto.

Just want to update. I bought the pump and pulled the tank. On the 98 you can't just replace the pump, you have to do the whole assembly so that kind of sucked.
While we had the tank our we went ahead and replaced the differential seal since it was leaking.
Got it all put back together and it started right up. I thought I would have to bleed it at that pressure valve thing at the fuel rail but gas shot out. Very different from before.
