Low power steering pump pressure at low speed

Low power steering pump pressure at low speed
Replaced w new unit, works fine above ~1500rpm, not so much at idle. No air bubbles. Very slight leak but we had that before. At low rpm there's no fluid movement. Belt seems tight enough to me. '89 XJ 4L I6 and, garsh, now what? Thanks.

No, if I had those issues I would have experienced this problem before replacing the pump. I don't want to think the new pump is bad and replace it, but that's all I've got so far. Oh well.

you never said why you replaced the pump....only the issues it is haveing with a new pump..........FYI in order to remove the air from a p/S system it is reccomended that you lift the front end till tires are off ground. then turn the wheel lock to lock with the engine off 20-30 times to remove the air.....
