Default 97 XJ, no horn

Since replacing the clockspring on the XJ, the cruise control is now working fine and the airbag light has gone out. The horn still doesn't work.
Where should I start the diagnosis?
Fuse 21 is good, I swapped it with 20 and the tow harness/ turn relays still work.

Now I'm stuck!

Did the horns work before changing the clock spring?

Thanks for the diagram - I'll scratch my head a bit over that one

No, the horn stopped just before I changed the clockspring but the airbag light and cruise stopped at the same time so I thought replacing the clockspring would replace the lot.
I'm going to have to take the airbag off and check it's back together properly, aren't I?

Edit, the diagram title specifies LHD - is RHD different?

Not sure if all Jeeps are like mine but the horn doesn't honk if the ignition key is turned off. My horn only works in RUN or ACC.

Mine used to pip the horn when using the remote locking fob. Not any more.
I honestly can't remember if the horn used to work with the ignition off, but I've tested in position 2 and still no dice.
Maybe it's time to dive behind the headlight and put 12V directly on the horn just to see if it works?
(I think that's where they live, lol)

For sure, put 12V on the horn before you get too far in. Sometimes these things just go at the same time you're working on something else. Also, use a voltmeter set to OHMS to see if the horn button does anything when pushed. Most switches work by giving the circuit a path to ground when you activate them. Check also (or supply) a ground on the column in case that's been disconnected. The switch probably grounds to the column somehow.
