horn wont horn

i have a 93 xj (don't know if that helps) and the horn doesn't work 99% of the time. It only works right after the hood gets splashed with mud (no lie) but I don't have big mud puddles driving down the road when someone pulls in front of me. help?

Use your finger......or check the connections on the horns behind the bumper,maybe use a jumper wire and if it works then its some where else,clock spring,fuse etc.
