Ok well I finally had a chance to rip into the Jeep. I took my battery in and had it tested, no issues there. I replaced the wire from battery to the starter as that was looking rather corroded. I freshened up some of the grounds, the only one I haven't done is the one by the dipstick. Still giving me starting issues. When I tried jumping it I heard my starter clunk when I turned the key to start, twice, third time it started. When I turned it off and then back to start nothing at all even after a couple key turns with the jumper cables still connected.
I'm stumped.
Should I be looking more at the other wire connected to the starter and wherever it originates? I'm assuming it's coming from the PDC...
I have yet to try and jump the starter with a screw drive, that'll happen tomorrow as I've called it quits for the night due to frustration. As well I'm going to get the multimeter out and check the power at the starter when the key us turned to start to check if I'm getting juice.
Any ideas are much appreciated.

I should mention as well that the Jeep no longer needs to be driven a distance for it to not start again. I had it in my driveway, turned it on then back off right away and nothing happened once I tried start it again right after, except dash lights as per usual. I have also cleaned the battery terminals and replace the connectors.

Ok so all grounds are cleaned and refreshed. I have voltage from the signal wire to the starter, tried jumping with a screw driver with no success. My old starter spins so I'm debating throwing it back in or at least taking the new starter off and trying to see if it spins while not on the Jeep. I'm going to try one more time and jump the Jeep to see if it starts.
When I checked for voltage at the signal wire it was reading 12.2 volts and dropping per turn of key.
Could my battery be kaput even though the load test said it was good to go?

Alright well it seems to no longer have starting issues. I cleaned all my grounds, replaced the battery terminal connections, and the positive wire from the battery to the starter. I threw my old starter back in as the new to me one had a loose stud for the battery connection. I cleaned up the face of the old starter, cleaned all grounds, replaced my grounding strap from engine to fire wall and used copious amounts of dielectric grease everywhere I cleaned or replaced parts.
The Jeep now starts but I have yet to take it for a long drive as I'm pulling up engine codes 12 55 and 66 and the Jeep stalls when I put it into drive, 1/2 or 3. Reverse and neutral are fine. Thinking it's my tcm? Going to take it into the stealership tomorrow.
Cheers for all your comments

L4.
There are some very knowledgable guys on this forum.
TJ in post #4 wanted you to try the head ground wire.
Start with the easest fixes first, and move up to more complicated ones.
I would replace that ground wire then try to swap modules in PCM.
If that does not work try jumping to your starter directly with your key "on".
If your starter does not spin I would pull and have tested.
A concern I have is after major degreasing a lot of grease and junk may have gotten into the starter and it now needs a good cleaning/degreasing. Try that also.
If all above does not work post again and get the brains of this forum to give you more advise. Good luck.

Madmanmarty,
I did end up replacing and cleaning the grounding strap from engine block to firewall along with almost all the rest. I now have a #4 gauge strap there all bright and shiny. The jeep now starts the couple times I've tried to start it however I'm pulling up getting engine code lights 12 66 and 55. 66 is no comms from pcm to tcm and the Jeep won't shift when in drive and stalls out unless I gun it. I'm wondering if there is a ground issue still present. I haven't cleaned the dipstick ground so I'm going to deal with that, not sure if that could cause issues with the PCM?
Cheers for all the advice

Figured out why I was getting CEL code 66. I had snapped the tcm/pcm ground while cleaning stuff up and didn't notice as it was hidden behind another wire. I repaired the broken ground but am now back to square one. The jeep won't start. Called it quits for the night will take a stab at it tomorrow after work.
