Default 94 Grand Cherokee always thinks key is in the ignition.

First off, sorry if there are already a bunch of threads on this. Did a search and wasn't finding quite the same issue. I'm working on a friend's 94 Grand Cherokee, and with the ignition off and key out the door chime still comes on, and the electric locks will not lock the doors when the driver's door is open. The problem started when a new ignition switch was installed. I know on JKs there is a switch down in the lock cylinder that sticks, but this does not appear to be the same system. Any ideas are appreciated. Just looking for direction before I dive down too many rabbit holes.

More than likely, the new ignition switch is bad or installed incorrectly.
