It is very consistent and constant. Even after reaching operating temp.

I would lean toward IAC then.

Is there anything to check at the ECU or whatever that box on the drivers side under the dash is called? I don't want to put the dash back together until I finished there.

Refresh the connector.

Nope. Just at the ECU.
