See if it comes out when you back up a bit. If you (loosly) put a zip tie on that rubber block with two vacuum lines on your Disco, that will save you some headache down the road. (rear side on the RF axle).

Are you actually still in 4x4, or is your vacuum actuated axle disconnect just the part that is sticking. The disco triggers a vauum switch which gives you a dash light indicating engaged.
The acutal gear engagement is your Transfer Case and your Lever is engaging and disengaging that.
Your TCase has a vacuum switch which sends vacuum thru lines to the front axle disconnect diaphragm that binds the front axle sections together.
If your not running a front locker, then you still have a planetary gearset in your front diff and it is not critical that the front axle disco comes apart right away (or ever since the disco was discontinued in later years and a full front axle used).
So you'll have to clarify if your stuck in 4x4 or is it just the indicator light (related to the front axle disco) system that is acutally stuck.
If you are stuck in 4x4, it's not vacuum, it's mechanical. Start with linkage adjustments, lubrication, or service. The linkage can get bound if worn. If it's not linkage it's deeper inside the TCase and needs more mechanical expertise.
Good news is your stuck in 4x4, most get stuck in 2wd and can't get to 4x4.
If it is all about that front disco, then choices are service it and the vac lines associated, or look at the various methods of locking it connected and leave it that way.

Did you check that all three lines are connected to the disco? The two piece RF axle has a collar/sleeve, that a fork moves right/left to connect/disconnect the right axle. Their are three, because the third transfers vacuum to the switch, only after the fork has actually moved the collar over to engage. (the other two pull this way, or that.) The actual light switch is alone, it's blue, it's under the bottle near the blower motor. Likely not your issue. (for now)
Go under there and see that all three (one pair, then another) are all on the Disco, then look at the rear of the transfer case, see that all the lines are OK and connected to the vacuum switch there. Four on that I think. There is a diagram in the link in my signature.

You guys know how I feel about the disco, but I'll post some things up.
Here's how the factory suggests you shift the transfer case and I've been doing this since these things were new and I worked at the dealership. Quoted from the owner's manual. The suggestions in ITALICS are mine.
"To engage, shift the transfer case lever from 2H to 4H while the vehicle is moving at any legal speed". I let off the gas, throw the lever, and then tap the gas and let off.
4L position: " To engage, slow the vehicle to 2-3 MPH , shift the transmission to Neutral, then shift the transfer lever to the right and pull firmly rearward to 4L".
To shift out of 4L, shift the transmission into neutral with the vehicle stopped, shift the transfer case lever to 2H, then to D if you have an automatic, or into first gear with a manual, and continue on.
