You don't need new shocks with a 2 inch lift. They'll be better yah, and if two inches is where you want to stay then its worth it to get new shocks. But if you're like me and you're on the way up, stock shocks will work fine, 2 inches is about the limit though.
Blocks will be fine in the back, they just wear out the weak xj leafs faster.
If you look around you can get the coil spacers for like $20 a pair and the blocks for $40-50.
As far as tools, the coil spring compressor is almost a necessity, it makes getting those coils out way easier. Other than that just a good set of sockets and wrenches, some WD-40 or liquid wrench or that sort of thing, and a breaker bar would be helpful.
Also have lots of blocks and a pair jack stands, and I had 2 jacks which was a huge help when jacking the front axle around to get the coils out.
You don't need to disconnect the trac bar in the front, you can work around it easy enough.
Oh and don't expect everything to fit. My blocks were for an XJ with a D35, (mine) and the center pin on the blocks didn't fit in the hole in the leaf mounting plate, I had to file it down.
Getting the 3 inch would be nice / better, but if moneys tight, its nice to not need shocks for the 2".

Well I have decided to bite the bullett and go ahead and get the roughcountry 3" lift. I have not ordered it yet but intend to sometime this month.

Will I need to unhook my brake lines for this? I really don't want to have to!

Cool, I didnt think I would have to but figured I would ask, for some reason having to bleed the break lines freaks me out because of how important being able to stop is. haha.

Do you think I should go ahead and order the steering stabilizer to go along with the lift? Is that a PITA process to swap out, is it that much of a benefit?
My steering is somewhat loose already, just a tad bit of play and the Jeep wanders just a bit.
Yes buy it, no forget it and get an alignment? both?
