2 codes: neither in the list???
My 97 XJ says it has ODB II and when I got the error codes to come up on the odometer, it says 12-45-66-55
So I look up the ODB II error code list and they're all 4-digit numbers.
Then I look up ODB I error codes and they are 2-digits, but neither 45 nor 66 is on there.
Anyone have any ideas?

97 is indeed OBDII
You need either a code reader or a scan tool to properly pull codes on your vintage. Using the odometer trick can pull 2 digit codes on early 97 builds, (which looks like is what you are getting), but you are going to be way better off by getting the proper full P0XXX code. The full code is needed to properly diagnose. Use the technology provided to you by your Jeep. I'll never try to diagnose using 2 digit codes when full codes are available; you can spin your wheels and chase your tail.
So get a code reader or a scan tool or get to a parts store like Autozone who will pull the codes for no charge.
Post the EXACT codes here for comment, not just a description. With OBD, the devil is definitely in the details! Also post any "symptoms" you are experiencing.
