Default 1999 Skips 2nd gear sometimes when cold

So I have had the Jeep for a little more than 8k miles and it has been doing this for the majority of it. What happens is it has a tendency to skip 2nd gear on the first couple shifts when cold, starts out fine in 1st gear but then doesn't shift until I hit 21mph and then it goes into 3rd. I would say it does this 80% of the time, once I have had 2-3 stops and takeoffs it will hit 2nd no problem and everything is fine. I have adjusted the cable at the throttle body to no avail, and have also replaced all 3 shift solenoids with new one, as well as a fluid exchange. It is a rhd mail Jeep with 228k miles so maybe the tolerances in the transmission are worn out of spec and its just time for a new one? Any ideas are appreciated, it just seems odd to me that it doesn't do it 100% of the time, and it starts working before the fluid is really even warmed up.

Bump. Anyone? Is there a speed sensor or something that tells it when to shift that could be on the fritz?

Has Dex/Merc in it and fluid shows in the operating range when running in park.

Yes, already did that, actually replaced that cable not long after buying it as the old one was frayed and would not operate smoothly.

Apologies, apparently I didn't read your original post carefully.

Are you getting any CELs? Sounds like a shift solenoid, but it should throw a code if it is.

Do you ever sleep? lol It probably wouldn't hurt to read the codes anyways, just to see if there might be something lurking in there even if the light is not coming on.

HAHAH!!! I know it seems that way, but I work night shift. So to answer that question - do you ever see me on between 0600 and 1300? That's usually when I'm asleep

The check engine light isn't on but I hooked up a code reader and it is showing a P0751 "Shift solenoid A performance or stuck off" I ohm tested the new solenoids before installing them and they were in spec. Is solenoid A the 1-2 shift solenoid?

Sounds like an open connection somewhere in the wiring maybe?

Good for you. Unless certain criteria are met the light won't come on. I had a bad CTS that didn't trip the CEL but symptoms of a problem with it were happening.
