1999 Skips 2nd gear sometimes when cold

I back probed the TCM connector, using cav 24 for ground I get between 12 and 13 ohms for all 3 solenoids. I did try swapping in some used solenoids that tested good, nothing changed, also swapped in a spare TPS I had on hand just for the heck of it to no avail. Not sure what to test next, thoughts?

Check all your wiring connectors. The error code stored in the ECU is coming from somewhere. The symptoms point to solenoid as well.

So this problem is still present. I replaced the trans wire harness, as well as the A solenoid with a good used one just to make sure I didn't get a defective new one. I recently picked up a used Snapon Solus pro for a different vehicle I was working on and was wondering if that would help me narrow down anything on the Jeep? Does anyone know what sensors it reads off of that tell it when to shift? If I could monitor what those are doing it might help. Thanks.
