OK... I tried several things, including the following:
1. Checked out the wiring to ensure that it wasn't faulty between the door and the A-Pillar.
2. Re-wired to remove the splice for the tweeter.
3. Removed the radio to ensure that the rear connections were secure.
4. Replaced the lighter fuse as it was bad. I read on a different site that this also controlled power to the front speakers (different make/model).
Unfortunately, no dice. I can't imagine that both speakers are just bad. The wiring itself looks decent. The only thing that I am unsure about is that the previous owner added a towing package (horses) and I wonder if its wiring bundle caused issues with the radio.
Does anyone have any other ideas?
Thanks.
Jamie

Its the connectors to the speaker, they erode a little bit and never work again. I'm telling you, this problem wasn't just my Jeep it's the same connector and environment in every 99 Jeep. Mine's 99 too. The inside door compartment is held on with maybe 5 screws. Cut the wires, take the connector off of the speaker and solder the wire strait to the speakers. Make sure you keep pos on pos and neg on neg. Then your set. Just try it. It's easy
It's the wiring I'm sure, my 99' did the same thing. I ended up just running new wire when I installed new speakers and head unit, something about how the wire runs through the harness between the door and the jamb causes it bind or get cut somehow....I'd say just run new/better wiring. If you want to check the speakers then just pull em out and hook the wires from the back ones to them...you know that wiring is good.

you know I've never heard of that happening... Like ever... But i agree anyway the speakers can get wet and break down cuz i think they're paper aren't they.
my 99 was the exact same way. i believe that the constant opening of the doors pulls ever so slightly on the connection. i installed pioneer 5.25"s in all 4 and ended up having to rewire the front driver side to my stereo
