1997 rear power window will wind down but not up

I bypassed the window lock thinking that was it but it will still only roll down not up.. Could this be a bad regulator or fuse?

I recently went through diagnosing power window problems. Couple things to check:
Make sure the plugs are pressed in very firmly into the door control modules. They are tight and sometimes feel like they are pressed in all the way but are not. I now know to try pulling them back off so I know for certain they are plugged in and locked in.
I finally got everything to work except the passenger window control on the passenger side (it would work from the drivers side). I followed a youtube video and took the control modules out of both passenger and driver side. You have to pry the rocker switches off to get the back cover off. I used a plastic trim removal tool. I took apart the passenger side, cleaned everything and checked the solder points. All looked good and no change.
Next I took apart the drivers side. All switches and solder points looked good. I did take apart the window lock switch and cleaned the copper contacts inside of the switch. There is a little spring on the side of the switch that can be a little tricky to get back into place. I got it all back together and after I securely plugged it in, all switches worked correctly.
I also found a place on amazon selling the driver and passenger side comntrol modules for a really reasonable price:
