1996 Cherokee Country fuel pressure HELP

1) You said you tested the injectors, but have you tested fuel pressure? Even new fuel pumps can be bad out of the box or go bad within short order.
2) If you let your XJ run low on fuel, it is possible the pump could have ingested "trash". This would increase cranking times.
3) Check fuel pump relay as well.
4) What's condition of spark plugs and wires?
5) What's condition of NSS (neutral safety switch)?
Yes fuel pressure was checked. With engine running I have 49.4 psi fuel pressure. When you shut it off it drops to 31 and slowly drops from there. It runs perfect if you first key on key off three to 5 times. So spark and NSS are irrelevant. My issue is losing fuel pressure with key off
