1990-A/C Compressor does not always engage. 3 amps required are not always there ????

1990-A/C Compressor does not always engage. 3 amps required are not always there ????
1990 Jeep cherokee took refrigerant. Works well when compressor engages. the compressor does no always get the 3 amps necessary for it to engage. Short circuiting to the battery it engages. What should I do?
