Default 00 jeep starter

I have a new starter, cleaned the grounds, and have replaced to cables but still nothing. I have had starter and battery checked they are good. It just wirrs and thats it any ideas?

Sounds like it's not engaging properly with the flywheel. There could be teeth missing from either the starter or flywheel or something ins't lined up properly.

flywheel is great no teeth missing and motor turns by hand

bad starter . happend to me, get NEW ,not reman.

So the flywheel is fine as well as starter teeth this is What happened to the jeep after this is when the issues started. I'm looking into replacing the relays in the next few days but the fuel pump works after i crank and you hear that noise the engine compartment smells like fuel and i have swapped the relays so it should work. the starter is getting power it spins but wont engage flywheel.

you could try screwdriver jumping the starter, heavy red cable to start wire, might jolt the big solenoid THAT PULLS IN THE GEAR...DO YOU HEAR IT CLUNK?? OR does it just whine without engaging because the solenoid on the starter is not clunking and pulling in the gear in to engage the flywheel??
