It should. For the most part.
Under the passenger seat carpet you should see this:
Now what you need is the rest of the harness.
Be aware they come in two different types.
Power on the driver's side only or power/heated on both sides.
The 2 harnesses are different.
The harness plugs in that connector and runs under the console to the driver's side.
If it is the power/heated seats on both sides obviously it connects to the passenger seat too.
Also just so you know the only thing that makes a power seat a power seat is the base.
You could put one piece cloth buckets from a lower end XJ on the power seat bases.
If you have the right harness you can also run power seats on both sides even if they are not heated.
You just don't hook up those connectors.
You will also need the 25 amp circuit breaker.
Pretty sure it was slot 29 in the Junction Box. When an XJ does not come with power seats it is open.
This is really the only shot of the harness that I have.
I put them in my '00 that did not come with them.
If you have all the right parts it is literally plug and play.
I know on the Grand Cherokee WJ's, there isn't any wiring on the PASSENGER side for a power seat if you didn't have it from the factory, not so sure about the XJ's either. The only way to tell is by pulling up the carpeting. You can get the harnesses from the donor seats and use the factory grounding point under the seat for ground. You'll still need to use an "Add-a-Fuse" to tap into the factory power seat fuse on the fuse panel (the owner's manual will have a diagram, and tell you which fuse powered the seats from the factory).

Its been 4 yrs, I don't have that Jeep anymore. BUT.... I have a new one. And its a 2001, so I am going to be building that one up.
