Default Thanks for having me

Really could use some help. Mother in law car. 96 with 4.0. Basically on it's last leg... Initial problem was the battery cables were shot so I fixed those. Next on the agenda was to get rid of the push to start button that a "mechanic" installed. I replaced the ignition switch and cylinder. FYI the actual key cylinder wears down to not make terminal 4 and 7 connect (found this out after installing the switch multiple times before looking at the wear). Now it turns over but will not start.. No start was actually an issue before I started fixing the "mechanic" repairs so they might not be related. I have no power to coil and fuel pump. All fuses have been checked with meter. The relays (fuel and ASR) are getting power but it doesn't appear they are completing the ground side. Is that even possible? I know I am missing something easy I hope. IS the CPS responsible for completing the ground through the CPU? Any advise would be appreciated.
