Question!

Whats the smallest lift I can have on my 93 Cherokee and fit 33s on the front without cutting?

Probably 4.5" if u don't want to trim fenders

I was running 31s on 3" and still needed to trim up front.and they would rub on the lower control arms (though spacers or different rims would have solved the lca problem

4.5" or even 6.5" is good. Would recommend doing 6.5 if you're going to go with 35s in the future if you still would not want to cut the fenders
