Welcome! '99 owner here as well, many consider it the best year, good choice.
One thing to consider, if yours is still running stock wheels tires, they usually look REALLY tiny when used with most aftermarket flares. May want to look into a wider/taller setup.

I am definitely going to change the wheel and tire set up but I want to make sure I run the right off set wheels. I don't want to go too Big though!

It really depends on if you intend to lift it, or cut-n-fold the fenders.
31X10.5 tires on 15X8 wheels are staples of the XJ world. I prefer a bit smaller, but again, most flares look best over a good deal of tire.
31s can be done with just a budget lift(2" puck-n-shackle kit), but a 3" lift isn't terribly expensive, and will get you more clearance.

I will probably do a 2 inch lift, just have to be smart with my money. I might do light off road trails. I also drag race so a majority of my cash goes towards that but I am excited to build my jeep and have some fun. Thanks so much for the tips.
