get the rough country 3 inch series 2 lift with new leaf packs. i have gone off road it held up great and on the road it rides really well. http://www.roughcountry.com/jeep_xj_3x.html

A good new 3-3.5" lift is going to run you around 300-500 dollars or more, depending on how complete the kit is, i.e., if it has lac's, if it has full leaf packs or just an aal.
An alternative is to use used parts from donor vehicles- zj coils= 1.5" lift. So this coupled with a 2" BB spacer will net you 3.5" for like 50-75 bucks. More if the JY is pricey. For the rear, drop shackles for like 35 bucks will allow you to go up from 1-3". 2" is a good option. This with a 50 dollar aal, or bastard pack from a ford ranger will allow you to got from 1-4" or so. At this point your at about 150-200 in parts for up to 4" lift. You will want to consider that over about 3.5" and you may need driveline and steering upgrades too. And this is where it can get pricey.. So cheap over 3.5" can either require a fair bit of know how and access to parts and tools for free/cheap... Or cheap, weak and potentially gonna fail on the trail parts.

yea ive got the x2 rough country 3 inch and its been great, and if you get sway bar disconnects you get really good flex! but i kinda wish ida spent 200 more and got the 4.5 long arm
