Default Weird Heater Hose Routing

So I came across this Jeep on OfferUp. The heater hose routing caught my eye.
Any idea what this is all about?

I'd say it's a coolant filter also. There were discussions here about them awhile back but I can't seem to locate any, I've got a oil filter relocation kit I had thought about using for one but never did, Don't really know if it's necessary or not.

I read some about that but I want to say that they mounted them up front underneath.

When I was seriously thinking about installing the kit for oil filter relocation that was the problem I ran into. No place to SAFELY locate the filter. So the kit sits in the garage. Here's a looooong thread on the topic:
