I am right at 4" with long arms and 33's. Trim, bumpstop, and get all of your lines/shocks the right length and you'll be set.

To run that large of a tire requires a lot more money in the drivetrain and lift for sure. That will be where most of your budget will go easy, you could save a bunch by going with a 33" tire. Even stepping up to a 35" requires an expenditure if done right of 1-2k over 33''s. That is what I would spend on mine to do it for differentials being beefed up just for one.
My signature shows a few items for my 4 1/2" short arm lift on 33"'s and had most of the work done at a 4x4 shop. I do have most all of the things that you asked about as far as off road gear.
