transfer case
I have a 95 cherokee and when i put it in 4 wheel high it will move but the front wheels lock up. When i put it in 4 wheel low it doesn't move at all. Does anyone know what could cause this.
Also when im in 2 wheel drive i have no traction on hills or wet surfaces even though i have 33" mud tires.
Does anyone know what these could be caused by and if they could be related.

Do you mean the front wheels lock up when your turning? If your on dry pavement that's normal. If they are just looking up all the time the your tcase or sometjiny in the front driveline is binding. Have a look under the jeep while a friend moves it forward in 4wd
Secondly, even with "mud tires" you will loose traction in two wheel drive. Assuming you have stock axles w/ no lockers. (which is probably the case)
You might want to look Into a better tire. My Baja claws go all over in 2wd with an open 8.25
