Is there any way to make the secondary fan run constantly

My engine temp is sitting at about 220 and feel like that's alittle high I herd it should b around 180

You have a problem. You do not want to be creeping past 210*. I would be urgently checking your cooling system. Radiator, hoses, cap, thermostat, water pump, etc. You probably haven't flushed your coolant in a while have you? Having a switch for the e fan is fine but you are running waaayyy too hot buddy.

most are at 210 and that is the norm not 180 really depends if that 220 is in traffic not moving in 100 degree days or if thats the best it will ever do,no matter what the driving conditions are. plenty of threads on this subject do some searching

Yes, turn on the air conditioning.

Fix your clutch fan. Go to OEM Tech and look at some of the 90000 overheating threads.

Thermostat opens at 195
E-fan comes on at 218
E-fan switches off at 213

Clutch fan ramps up air as it gets hotter. It needs a good shroud to do this. E-fan should not be on all the time.

An xj can go past 210 as long as the efan goes on at 218 and cools it back down. Should he still do a flush and all that other good stuff, yes.
