building some brackets to install some JK front upper and lower control arms... HOWEVER... I am not sure what angle I should shoot for...
I am at 4.75" of actual lift...
from test fitting I can keep the arms pretty close to the frame and end up at 5°
or I can lower the arms a little bit (around 3" below the frame rail) and end up at 0°
I know 0° at resting is optimal, however it lowers the arms a lot!!! so what do you guys think I should do?
NOTE: the stock arms at 4.75" of lift are sitting around 15° WOW!!!

You are correct that 0 degrees is optimal, but 5 degrees is nothing you will regret. IMO, the loss of the extra ground clearance, especially at your height, will be much more of an inconvenience than having a little angle in the arms. The difference between zero and five degrees as far as drivability is practically nothing - go for the ground clearance.
