Default Rebuilt title questions

Ok guys. Im new to getting a rebuilt title. Today I got my jeep back after it had its inspection done. So heres a list of the things they said needs to be done. Some make sense to me. Others do not. Are some of these just the shop trying to get money out of me or do they actually requre it to be done to pass as rebuilt?

Heres the list I was given

-Alignment
-new steerling column
-wiper blades? mine are fairly new but ok
-turn signal bulbs( not sure about this one because they work fine)
-washer fluid
-brake fluid
-LoFR (1 1/2 qt low/dark).... I assume this means oil which I know needs a change
-Radiator cap
-valve cover Gasket
-swaybar bushings
-L/o Tie rod
-swaybar end links
-exhaust hanger
-trans line leak
-o2 sensor
-brake blead

How can you tell if you need a new steering column?

They quoted me approx $1300 for everything. Most of it I can do myself.

Also, now should I have to pay them another $162 to reinspect after all this is done?

Any helpful advice welcome. Thanks!

Is there any play in the steering column or steering wheel ? Did they give you any specs on what they say is bad ? or is this all a judgment call ? what is LoFR (1 1/2 qt low/dark)

Thanks for the reply!

Seems fine. Drives fine. Its rusty but thats all I can tell. I asked what was wrong with it and he just basically said it needed to be replaced with no details. Ill also add I havnt spoken to the guy who did the inspection, just the owner of the shop. The guy was supposed to call me but never did and now hes not in until tuesday. 🙄

As for the LOFR NOOO CLUE. Thats what they had written down. Im guessing something to do with the oil. I just changed it and it was pretty dark. 🤔

I should also add that at the end of the write up it says "may have blown head gasket or Radiator" Almost postive thats wrong.
However I did have a cracked heat control valve leaking antifreeze they didnt even notice. So im a little skeptical about their work.
